Place the frozen peas in a microwave-safe casserole dish. Cover with microwave-safe plastic wrap, leaving one corner open to vent steam. Microwave the peas on high heat for 2 minutes, and then for 30 seconds at a time until cooked (total cooking time should be 2 to 3 minutes).
Add the rice and 1 1⁄2 cups broth. Stir in the garlic powder, pepper, and 1⁄2 teaspoon salt. Cover the dish with microwave-safe plastic wrap and microwave for 5 minutes.
